ICHR and Teacher Creativity Center sign a memorandum of understanding for education curriculum review


Ramallah – On 16 August 2018, the Independent Commission for Human Rights (ICHR) signed a memorandum of understanding (MOU) with the Teacher Creativity Center (TCC) and Palestinian Education Coalition (PEC) to develop and promote cooperation on issues of relevance to the new education curriculum. The ICHR is currently in the process of reviewing the new curriculum from a human rights perspective. The TCC functions in tandem with Target 4.7 of Goal 4: Quality education of the UN Sustainable Development Goals as well as Article 26 of the Universal Declaration of Human Rights.

Dr. Ammar Dwaik, ICHR Director General, stressed the importance of the strategic relationship and cooperation with the TCC, which culminated in this highly significant MOU. The MOU is placed within the context of reviewing the education curriculum from a human rights perspective. Meantime, the ICHR is working with the Ministry of Education and Higher Education to review the education curriculum. Work is underway to publish a report on the curriculum by the ICHR.

Mr. Rif’at al-Sabah, TCC Director General and PEC Chairman, expressed appreciation to the ICHR for the invaluable efforts it has made in this context. Al-Sabah highlighted that the TCC has been following with great interest the education outcomes, ensuring the educational process is on the right track. According to Al-Sabah, the MOU seeks to achieve the shared vision of the ICHR and TCC for the education curriculum review.

The MOU provides for promoting social responsibility of, and directing, education to the full development of the human personality. All learners will acquire the knowledge and skills needed to promote sustainable development, sustainable lifestyles, and global citizenship. Education will enhance respect for human rights and international law, promotion of a culture of peace and non-violence, and appreciation of cultural diversity. It will promote understanding, tolerance and friendship among all nations, racial or religious groups.

To achieve this goal, the MOU provides for cooperation and coordination between the ICHR and TCC. Both parties will agree to provide needed reviews of the school curriculum from a human rights perspective. A legal team will be established to review the education curriculum in line with approved mechanisms and standards that ensure best results. Both the ICHR and the TCC will hold workshops and meetings with stakeholders to drawn on relevant expertise and experience.
