Varsen Shahin, PhD General Commissioner - ICHR

Dr. Varsen Shahin first joined ICHR as a member of its Board of Commissioners in 2007 and was elected as the Commissioner General in December 2015. Dr. Shahin holds a Ph.D. is in Administrative & Policy Studies-Education from the University of Pittsburgh (1988) and M.Sc. in Nursing Management from Indiana University/Purdue University (IUPUI) (1983). Dr. Shahin has over twenty five years of experience in research, technical assistance and consultancies in management and social sectors for both nongovernmental and governmental institutions. Furthermore, she authored numerous studies, manuals and national reports on: Jerusalem, education, health, youth, women and management.

Currently Dr. Shahin works with the Palestinian Negotiations Affairs Project as a management and policy consultant. She is also actively involved in a number NGOs and groups in the fields of health, women, early childhood, education and human rights, this includes being a board member of the Jerusalem Community Advocacy Network.

Dr. Shahin's previous work experience includes holding a number of important positions, such as:

Manager of Capacity and Institution Building at the office of the President 2006- 2009

Executive Director of Al Quds Capital of Arab Culture 2009

Director of Research & Planning at the Welfare Association (2003-2006)

Associate Professor at Al-Quds University (87-2008) teaching management and research courses as well as Dean of Health Professions (95-98) and Dean of Graduate Studies (98-2000)

Director of the Multisector Review and Strategic plan for East Jerusalem (2000-2003)

Director of the National Plan for Human Resource Development and Education in Health (2000).
