On the death of Mahmoud Hamlwai at the Ramallah Correction and Rehabilitation Centre (Beituniya)

 

The Independent Commission for Human Rights (ICHR) has monitored the incident involving the death of Mahmoud Rashad Hamlawi, a 32-year-old citizen, at the Ramallah Correction and Rehabilitation Centre (Beituniya) on 27 March 2019. As soon as it was aware of the death incident, the ICHR was in contact with Hamlawi’s family in the Gaza Strip and West Bank. The ICHR also contacted His Excellency Advisor Akram al-Khatib, the Attorney General, who agreed that the ICHR assign a private forensic pathologist to represent Hamlawi’s family and the Commission and take part in the autopsy. The autopsy was delayed to the next day, 28 March 2019, to enable the participation of the private forensic pathologist.

The ICHR reviewed, and briefed Hamlawi’s family on, the preliminary autopsy report, which was prepared by the private forensic pathologist. According to the report, death was caused by health and pathological factors. The ICHR is waiting for the final report, which will be produced after the examination of specimens is complete.

The ICHR will continue to collect information on the procedures and conditions surrounding the death of Hamlawi, including the treatment and medical care he had received in detention. Based on full information, affidavits, and review of all relevant reports, the ICHR will publish a detailed report on the incident and relevant lessons learned.
