The ICHR Calls for an Investigation into Killings in Jenin Camp and Stresses the Need for a Comprehensive and Just Solution

The Independent Commission for Human Rights ( ICHR )  expresses deep concern over the serious developments that occurred in the Jenin refugee camp this Friday afternoon. These events resulted in the death of Mahmoud Al-Hajj and his child, Qasim Al-Hajj, along with the critical injury of his daughter, Asmaa.
 
In a statement by the official security spokesperson, Major Rashid Shaqou, a member of the General Intelligence Service, was killed accidentally while performing his duty.

This brings the total death toll since the start of the security campaign in the camp to 14 victims, including a woman and three children. This alarming situation underscores the ongoing loss of life and the dangerous state of tension and polarization within Palestinian society.

The ICHR, while expressing its profound sorrow for these tragic incidents, emphasizes the following:
1.    Conduct Comprehensive and Impartial Investigations: All killings must be thoroughly and independently investigated, and the results of these investigations must be transparently disclosed to the public.
2.    Ensure Accountability: Anyone proven to have violated the law must be held accountable, ensuring the rule of law and justice for the victims and their families.
3.    Reassess Security Measures: It is time for a serious reassessment of the security procedures implemented since the start of the campaign. The ICHR stresses that security-based solutions cannot replace comprehensive and just solutions, which should include serious consideration of initiatives proposed by national institutions, organizations, and figures.
The ICHR will continue to follow up on the killings with the Public Prosecution, the authority responsible for criminal investigations. A forensic doctor representing the family and the ICHR will participate in the autopsy of the deceased members of the Al-Hajj family.
The ICHR firmly believes that the only solution to the situation in Jenin camp lies in addressing the root causes of the crisis. This can be achieved through comprehensive national dialogue aimed at promoting civil peace and upholding the rule of law, ensuring security and dignity for all citizens.
