Press Release issued by the ICHR

The Independent Commission for Human Rights (ICHR) has received a copy of the Administrative Court’s decision issued on Sundayو 4/5/2026 by the Administrative Court convened in the city of Ramallah, based on the lawsuit filed by the ICHR on 12/8/2025.

The decision provides for the annulment of the implicit decision issued by the Minister of Finance, which resulted in the suspension of the salary of the detainee Firas Ahmad Hassan since mid-2025, and obliges the Minister of Finance to reinstate the payment of his salary.

In this context, the lawyer of the ICHR, Dr. Ahmad Nusrah, clarified that the decision benefits all detainees whose legal status is similar to that of the detainee on whose behalf the lawsuit was filed against the annulled decision.

For his part, the Director General of the ICHR, Dr. Ammar Dweik, stressed the need for the Ministry of Finance to immediately comply with the court’s decision and to proceed with reinstating the salaries of all prisoners whose salaries were cut, retroactively from the date payments were suspended.

The ICHR affirms that this decision constitutes an important step in strengthening the rule of law and safeguarding rights, and calls on the competent authorities to implement it without delay.
